This B-movie features John Lithgow as one of the craziest ex-Nazis ever — a psychotic, glass-eyed onetime hit man with past Aryan Brotherhood allegiances and an insane vendetta against a former policeman, played by Denzel Washington. Despite the movie’s undeniable cheesiness, it’s a tense experience, and Lithgow’s over-the-top performance is scarily effective.
